For the most favourable weather, fly to Pristina in the high summer months of July and August. This is when the majority of tourists visit to explore the city under warm (sometimes hot) and generally dry conditions (there's much less chance of rain and thunderstorms), but it's also when many residents take their summer holidays so it never feels too crowded.
Take advantage of the quieter months of May and July to fly to Pristina and you'll get more elbow room on Bulevardi Nënë Tereza, cheaper travelling and hotel costs and mild weather with a good chance of being dry (by late April the risk of heavy showers becomes a lot smaller). These are the ideal conditions to get out and enjoy nature on day trips to the Sharr Mountains and Brezovica.
